History of Pohnpei State Housing Authority
​The Pohnpei State Housing Authority was created in 1972 and is one of the executive offices of The Pohnpei State Governor’s Office & Pohnpei State Government. The Pohnpei State Housing Authority (PSHA) is an entity of the Pohnpei State Government established, created and incorporated in the department’s portfolio in 1988 by PL NO. 2L-81-88 to assist in the development and provision of residential housing and the improvement, repair, and rehabilitation of the substandard residential housing through low interest loans to qualified Pohnpei residents.
Purpose

The purpose of the Pohnpei Housing Loan fund is to improve housing quality by providing decent, safe and sanitary dwellings or homes to the low income families of Pohnpei.
Objectives
-
To increase amount of loans while extending its repayment terms to assist Pohnpeian families in removing the existing health hazards to make the living quarters safe, decent, and sanitary.

To expand loan programs to finance more loans for more homes.

Develop house construction methods, materials, and designs in order to reduce costs to a minimum without sacrificing standards of safety and suitability.

Provide new and standard housing through loan programs.

Provide employment opportunities for Pohnpeians.

To upgrade living and sanitary standard.

To create more full-time jobs in the local private housing industry.

To provide opportunity for local investments and accumulation of personal assets by individuals.

To establish more advance policies for assuring loan repayment for accumulation of funds for new mortgages.

The accounting Manual established and effective on October 1, 1987 shall serve as an overall guide for all PSHA’s fund.
